◇Customer Service (General) answer

Why can't customer service agents issue refunds?

SHORT ANSWER

Most companies separate handling a request from approving money. Front-line agents can log and explain; refunds outside the standard policy are approved by someone with a higher limit. That limit is internal and not published. Some refunds are not discretionary: when a seller cannot ship an internet or phone order within the promised time (or 30 days if none was stated), the FTC Mail, Internet, or Telephone Order Merchandise Rule requires the seller to offer you the option of a prompt refund.

01

What to do now

  1. Ask: "Who approves this, and when will I hear back?" Note the ticket number.
  2. Quote the store's written return policy or warranty in writing.
  3. If a company will not give you a final answer and you think its practice is deceptive, you can report it at reportfraud.ftc.gov or to your state attorney general. Card charges can be disputed with your card issuer within the Fair Credit Billing Act time limits.
What changes the outcome

Inside the written policy: ask the agent to process it. Outside the policy: ask who can approve an exception and by when. Defective item: cite the warranty.

02

Who owns the resolution

The company's approver. If you paid by credit card, a billing-error dispute goes to your card issuer.

03

Evidence to prepare

  • Your account email or user ID
  • Screenshots or a confirmation number for the specific order/booking/transaction
  • Any messages you already exchanged with support about this

The policy question: Why can't customer service agents issue refunds?
Useful context I found: Most companies separate handling a request from approving money. Some refunds are not discretionary: when a seller cannot ship an internet or phone order within the promised time (or 30 days if none was stated), the FTC Mail, Internet, or Telephone Order Merchandise Rule requires the seller to offer you the option of a prompt refund.

My specific situation: [Describe what happened, including dates and messages shown]
The outcome I want: [Refund, verification, appeal, account recovery, explanation, etc.]
Important constraints: [Country, deadline, booking/account status, documents already submitted, budget, or other limits]

Please:
1. Identify any missing facts you need before reaching a conclusion.
2. Separate platform policy, local law, and your own inference.
3. Give me the safest next steps in priority order.
4. Use current official sources where possible and flag anything that may have changed.
5. Draft a concise message I can paste to customer support.
6. Do not invent account access, guarantees, refund rights, or legal conclusions.

Why this policy exists

Why authority is split (AMS interpretation): consistent decisions, fraud control, and in marketplaces the seller or warehouse must confirm before money moves. None of this changes what the law or the company's written policy already promises you.

What is not federal law: a general right to return a non-defective item because you changed your mind. Return windows are mostly set by the store's own policy. Defective goods are different: under UCC § 2-314, adopted by the states, goods sold by a merchant come with an implied warranty that they are merchantable unless that warranty is validly excluded.
