💡 Why this policy exists

Three layers explain it. Legal: the Youth Protection Act enforcement decree fixes identity/age re-verification at 1 year

→this applies to every business handling age-restricted content in Korea, not just Netflix. Market structure: only government-licensed "identity verification agencies" can run this check, and Korea's three telecoms (SKT, KT, LG U+) hold roughly 96-98% of that market (as of 2023), earning an estimated ₩438.6 billion over about five years from per-check fees (₩30-40 each, spanning all identity-check use cases, not just adult verification). Incentive: Korea's antitrust regulator sanctioned Naver, Daum and Nate in 2011 for over-collecting resident registration numbers and credit card data under the banner of "identity/adult verification"

→showing re-verification requirements can become a pretext for data collection. Netflix itself only uses telecom-based verification (PASS), not resident registration numbers directly.
